How it works

Three steps and the driver has the QR

    Set up

    Your company with your own country's VAT number (checked in VIES), your vehicles, drivers and usual shippers.

  2. 2

    Create the DeCA

    Shipper, origin, destination, goods, weight, date and plates. Every item of art. 6 of Orden FOM/2861/2012.

  3. 3

    Hand over the QR

    Native PDF with QR and direct-download URL. Send it to the driver by email or WhatsApp; the QR screen works offline.

What the Spanish apps do not do

What is the DeCA?

The administrative control document that accompanies every public goods transport in Spain, cabotage included. From 5/10/2026 it must be electronic, with a unique URL and QR. Missing or wrong data is a serious offence (EUR 401 to 600).

  • Mandatory for cabotage; not for international transport (the CMR covers that).
  • Free format, no certification or prior domain registration.
  • Kept for 1 year; we keep it 4.

FAQ

Since 5 October 2026 (Ley 9/2025, eighth transitional provision). There is no grace period.
Yes. It applies to all public road haulage inside Spain, including cabotage by hauliers from other Member States. It does not apply to international transport (Spanish leg included), where the CMR is used.
The rule says "NIF" without requiring a Spanish one. We accept the tax number of any Member State and check it in VIES. We have asked the DGTCF for formal confirmation.
Up to 3 within 7 days of unloading the incoming international carriage (Reg. (EC) 1072/2009 art. 8). Then 4 days without cabotage with the same vehicle in Spain. The app counts per vehicle.
Generating a DeCA needs a connection, because the URL must answer before the service starts. The driver screen with the QR and the PDF are stored on the phone and work offline.
