Yes. It applies to all public road haulage inside Spain, including cabotage by hauliers from other Member States. It does not apply to international transport (Spanish leg included), where the CMR is used.
The rule says "NIF" without requiring a Spanish one. We accept the tax number of any Member State and check it in VIES. We have asked the DGTCF for formal confirmation.
Up to 3 within 7 days of unloading the incoming international carriage (Reg. (EC) 1072/2009 art. 8). Then 4 days without cabotage with the same vehicle in Spain. The app counts per vehicle.
Cabotage counts as driver posting (Directive 2020/1057) and requires a declaration on the EU IMI portal before the transport. The app reminds you with the link.
Generating a DeCA needs a connection, because the URL must answer before the service starts. The driver screen with the QR and the PDF are stored on the phone and work offline.
You issue a new version with the reason. It gets a new URL and QR; the previous one is kept and linked for traceability, as the Resolution of 05/06/2026 requires.

The shipper for items a) to d), the carrier for e) to g). Cabotage.eu is the tool; the data is the user's responsibility (art. 7 Orden FOM/2861/2012).
